There are many applications dealt with sound and electromagnetic waves propagation in non equilibrium media such as non equilibrium plasma, exited gas, fluid with non equilibrium bubbles, etc. In the report the generalization of Green's function describing the short pulse propagation in resonant relaxation medium is presented for the cause of active non equilibrium media. This solution is of interest for understanding of initial linear stage of pulse generation and propagation in active media. Different possible types of pulse propagation in active media are studied and the domains of media parameters (relaxation time, resonant frequency, inertial angle) corresponding to these types are determined. Calculated pulses shapes showing their different dynamics are represented.
